About the collection

The first feature in “A new wave of ministers”. We study ideas that change energy decisions: how costs are calculated, the consumer's role, financing and engineering education.

Headings and explanations are editorial. Short quotations are translated from the cited written publications. In the separate video collection there are twelve short clips from two speeches. Boundaries follow the Russian subtitles of the original recordings.

This collection reflects the speaker's statements and proposals in the context of the cited publications. It does not by itself establish that the proposed mechanisms have been implemented.
